This project aims to fill a major gap in Québec’s transport decarbonization by focusing on municipal utility fleets—an often overlooked yet non-negligible segment. This project develops a quantitative decision-support framework and tool to prioritize electrification investments for municipal fleets, optimizing their life-cycle environmental performance and greenhouse gas reductions. The work develops new prospective impact assessment methods, and regionalized Québec-specific sectoral databases, with the aim to identify the most effective policy levers for decarbonization at short-term (operational), medium-term (procurement), and long-term (asset-management) level. The ultimate goal is to guide municipalities and funding agencies toward the most cost-effective decarbonization pathways for a niche transport sector—municipal utility fleets—in Québec.
