L’ACV dans les politiques publiques

Base de données contenant des informations sur 17 juridictions de l’OCDE, utilisant des approches basées sur le cycle de vie dans leurs politiques publiques.

La base de données contient des informations sur 17 juridictions de l’Organisation de coopération et de développement économiques (OCDE) utilisant et faisant la promotion des approches basées sur le cycle de vie dans leurs politiques publiques. La base de données découle d’un projet de recherche en sciences politiques sur l’État environnemental et l’analyse du cycle de vie. Pour chaque juridiction, le projet identifie et classifie les instruments de politique publique qui intègrent l’ACV, c’est-à-dire les mesures d’information, les cadres législatifs et réglementaires, les politiques d’approvisionnement, le soutien financier, les pratiques administratives et les orientations stratégiques. La base de données permet de récupérer des informations par juridiction, par instrument ou par catégorie d’instrument (nodalité, autorité, trésor, organisation). Les juridictions incluses sont l’Allemagne, l’Australie, la Californie, le Canada, le Danemark, les États-Unis d’Amérique, la France, l’Irlande, l’Italie, le Japon, la Nouvelle-Zélande, les Pays-Bas, le Québec, le Royaume-Uni, la Suède, la Suisse, et l’Union européenne. La base de données permet de cartographier l’utilisation de l’ACV au sein de l’OCDE. Ceci permet de montrer comment l’ACV a pénétré le domaine des politiques publiques et de la prise de décision de toutes les juridictions. Mais il existe des variations dans la manière dont elle est utilisée et dans sa portée. Les prochaines étapes du projet visent à comprendre la variation entre les États. Collecte de données : Les données proviennent de 14 États, partant de l’idée que les États structurent les interactions sociales et économiques, ont le pouvoir (coercitif) de légiférer et de mettre en œuvre la législation et disposent d’importantes ressources administratives et économiques. Les données d’une juridiction supranationale et de deux juridictions infranationales ont été ajoutées en raison de leurs approches de politique environnementale plus progressistes en Europe et en Amérique du Nord. Les données proviennent de sites officiels des gouvernements. Il n’y a pas de période précisée, mais la plupart des données couvrent les 10 dernières années. Les étapes initiales et intermédiaires de la collecte de données ont été discutées avec des experts du CIRAIG et validées par 11 experts internationaux en ACV. De plus, les données ont été validées par un sondage en ligne en 2019. En raison de la nature exploratoire de la recherche, les données ne sont pas exhaustives.

Le modèle NATO regroupe les instruments de politiques publiques selon quatre ressources sociales sur lesquelles ils reposent et dont différentes capacités d’action publique découlent:

La Nodalité désigne le noeud central des réseaux d’information; attribue une position stratégique aux gouvernements pour diffuser l’information et / ou accéder à l’information.

L’Autorité indique le pouvoir de la loi et d’autres sources de légitimité; permet aux gouvernements d’exiger, d’interdire, de garantir et de juger le comportement des entreprises et des individus.

Le Trésor fait référence à l’argent public et aux «biens meubles fongibles»; permet aux gouvernements d’échanger et d’utiliser les ressources publiques comme moyen d’influence.

L’Organisation indique  un ensemble de personnes pourvues de capacités, d’équipement, etc.; donne une capacité d’action interne aux gouvernements grâce à un levier bureaucratique et scientifique.

Types d'instruments

  1. Mesures d’information: basées sur la position centrale du gouvernement dans les réseaux informationnels et sociaux; couvre la participation gouvernementale à la construction de bases de données et d’inventaires du cycle de vie, ou à la mise en place de plateformes de partage; inclut la diffusion d’informations plus générales sur l’ACV, telles que les résultats d’études (passées) et de rapports dans divers secteurs.
  2. Cadres législatifs et réglementaires: codes de réglementations, lois et réglements; normes et labels écologiques obligatoires; confère le pouvoir officiel d’exiger, d’interdire, de garantir, de juger.
  3. Marchés publics: couvre l’approvisionnement public de biens, de services et de construction utilisant ou promouvant l’ACV dans les décisions liées à la gestion dans différents secteurs et à différents niveaux (agences, ministères, départements).
  4. Soutien financier: couvre les cas où les agences gouvernementales financent des mesures visant à soutenir l’application de l’ACV par des acteurs privés; comprend l’ACV réalisée en collaboration avec ou financée par les autorités publiques; inclut des incitations négatives telles que les taxes.
  5. Pratiques administratives: couvrent l’utilisation de l’ACV en interne dans différentes agences et départements, mais aussi dans les entreprises publiques.
  6. Orientation stratégique: couvre les références à l’analyse du cycle de vie et à la philosophie qui la sous-tend dans les documents stratégiques des gouvernements, les plans d’action, les scénarios ou les feuilles de route; inclut des termes alternatifs chaque fois que (a) les principes auxquels ils se réfèrent sont proches de la philosophie du cycle de vie et / ou (b) l’outil politique spécifique auquel ils se réfèrent fait clairement partie de la famille des outils politiques qui contiennent l’ACV.
